Around and About Orange County News. Linda Ivanov, reporter, camera, edit. Severe congestion and an emergency call to 911 prompted the OC sheriff's department to shut down the event early in 2008. In April 2009, the Laguna Niguel city council passed an ordinance prohibiting parking along several miles of track where the annual 'moon amtrak' event takes place. Over 30 years, the event had grown out of control with 10,000 people filling the streets to watch or participate in the "mooning." The 2009 event was heavily patrolled by the sheriff's department and Laguna Niguel police.
