instead of milk, can i use water?

no because milk can make more thick when mixed and water would do nothing good for it!!

Hey, we made this yesterday. Our first time doing icing flowers, not quite firm enough icing on our part, but still very colourful cupcakes. The icing tastes like ice cream, it has really good flavour for the cupcakes which is simple and light in flavour. Thanks for posting, what's next chef?
