If the tracks are going to carry Amtrak trains, we can use tax money to improve those tracks. Congress transfers billions every year or so from the regular budget to build more highways, because the gax tax doesn't begin to cover the costs of roads. So why not do the same for tracks that are more energy efficient?

I remember hearing the Disney World was willing to donate 400 million dollars toward construction of florida high speed rail. Im not 100% sure, more like 95

The rest of the world is going faster and the US, well, it isn't, certainly not on rail. And Mica is right to point out that $8 B won't do much of anything, but I guess at least it's a start.
