Chinese Communist Party leader and head of the military Hu Jintao presided over a weekend meeting of the Central Military Commission. The commission issued a key directive that the military must obey the Communist Party at any time, under any circumstances.
The directive stressed that Chinas 2.3-million-strong force had to ensure "military security, stability, and a high level of unity at all times."
But it's not because they're concerned about foreign aggression.
Analysts say the real enemy may be within: Mushrooming unemployment, anger over corruption, and a widening gap between rich and poor—these things all threaten what the regime calls "social stability."
In the face of potential unrest, the Party leadership is preparing to roll out tight social and political controls if necessary.
