In his questions at the Senate Foreign Relations Committee hearing on the New START Treaty with General Kevin P. Chilton USAF, Lieutenant General Patrick J. O'Reilly, Director of the Missile Defense Agency, and James N. Miller Jr. Deputy Under Secretary of Defense for Policy, Senator Dick Lugar asked whether the Russian government will object to our planned missile defense deployments scheduled for 2018 and 2020, if they discussed the fourth phase of our adaptive approach to missile defense and whether the Russian government believed this constituted a threat to their strategic nuclear force, and whether Minuteman ICBMs and Trident SLBMs would be placed with our strategic defensive forces in absence of the treaty and what are the dangers of commingling strategic offensive forces with interceptor missiles.
