As of August 23 2009 the only possible way to get recon is to complete the vidmaster achievements in H3 and H3 ODST or complete some of the little contests that bungie are posting every now and then.

when i went to the midnight launch for halo reach i got a card that gave me recon for free and other stuff.

@dontmockme true, because now bungie plays reach mostly and its very rare to find them on 3 now
