Theres a staircase you can drive up opposite one of those random characters in the Meat Quarter, just drive up smash through the barrier and your on the tracks.

The square left of the really big buidling, is a square wtith like, path square path, go up there. Its quite a way south of the actual jump, just follow the track back.. you will find it :)
