Presscott is the Leader of the COG and because he's the official leader he narrates in Gears 2 multi, in Guardian the Leaders in Gears 2 are Hoffman and Skorge, Presscot isn't a playable charachter.

in story mode: because they always get the "perfect" active reload, which boosts damage a lot and gives you're teammates no chance of reviving you. unless when playing with a friend.

on multiplayer: yes you can. but you gotta get away quickly.

Its gay how you can get revived in casual/normal on solo, but not hardcore/insane.
