When WCCO stopped signing off the air early in the morning in the late 1970s, they replaced the lack of signal with this computer graphic/text "news" report that aired in a continued loop for hours until the broadcast day re-started. This originally aired after "This Must be the Place" in June 1979.
@BaseballDaysofYore Often stuff like this was common on cable systems as well as there was often a channel like this on the dial that was nothing but text and music.

I remember when WCCO-TV first went 24/7 and showed continuous news, sports and weather throughout the wee hours of the morning. In addition to the station IDs at the top of the hour, there was national news from Reuters as well as local news and sports. The weather was always on the bottom of the screen.
This type of programming has become obsolete since a lot of CBS affiliates carry Nightwatch or infomercials.
