de schools,etc), and criminals generaly act on desperation that's anyones guess unless they communicate and have a reasonable avenue of escape into a better environment. -
i actually agree i have to tell you. it is tough finger pointing to people that have more to do then comb over case by case. It was a lesson in paying attention to records kept,by the persons in charge of those records and resources for paying or extra attention are short.
