It's possible Luka may look a bit like River, but there will only be one River Phoenix. Despite Luka maybe looking a bit similar to River, he does not have the same personality, energy, way of thinking and attitude as River. Therefore it is impossible for Luka to be the new River Phoenix, when Luka probably does not have the same personna as him.
