Rudy Giuliani describes making deals with corporations. A "retention" deal happens when a corporation threatens to leave the city unless the city gives it a financial package to stay. The financial package usually includes tax breaks. This is unfair to other taxpayers. To say that a corporate deal "pays for itself" implies a rather complex calculation of other sources of tax collection versus costs to city services on the margin which is net positive. Giuliani has also said that sports stadiums paid for themselves in contradiction to Andrew Zimbalist's work on the subject.
Here the problem is that Giuliani has bestowed financial benefits on a wide number of media companies. The media companies are in a position to repay the favor by giving positive Giuliani news stories more media coverage and downplaying negative Giuliani news stories. The media companies can subtly repay favors through the direction of their news coverage.
In practice, it is very hard to prove that Giuliani is cashing in on favors due him. Most Republican voters know who Giuliani is and have a positive attitude towards him. At the same time, most Republican voters are unaware of his past policy positions. Giuliani's past policy positions include: more immigration, gun control, funding for abortion, and support for gay rights. These positions are not accepted by most Republicans.
It is my viewpoint that the media has uncritically accepted Giuliani's claims of recent conversions to a more Republican stance on immigration, gun rights, abortion, and gay rights. These conversions need to be more thorough examined by the media. That they are not is evidence the media is giving Giuliani a free pass. The media companies are pulling their punches on a candidate to whom they owe favors.

I also LOVE his "I'm Responsible" sign, b/c you can ASK him if it was REAL: was HE responsible for 3,000 dead in 2 hours? He said the MAYOR is responsible for the murder rate and all crime. So which is it? Is he RESPONSIBLE or is that just more DISHONEST pr machinations. (Rhetorical question.)

It was proven that Rudy LIED about all of this. EX: his corporate welfare deals had the conceit of "guaranteeing" jobs but all Rudy's corp pals LAID OFF tons of people. ALL he used our money for was to pay for Good Media Coverage for his prez run.
