"Hand of the Cuban Regime" - Ninoska Perez-Castellon

Recorded August 5, 2008, on her 3pm show in Radio Mambi (WAQI 710) called "Ninoska en Mambi", host Ninoska Perez-Castellon reads the latest Miami Herald report on Medicare fraud by Jay Weaver titled "Medicare fraud fugitives evade capture."

After reading the report, Ninoska tells listeners that this report proves links between the Cuban government and Miami fugitives who flee to Cuba. She states:

"All of these cases [in the Herald report] associated with Medicare [fraud], let there be no doubt, there exists the hand of the Cuban regime."

Ninoska also concludes that stolen Medicare money can then be used for Cuban government "operations" inside Miami.

Ninoska does not mention the fact that at the end of the Herald article a money laundering expert says:

"Considering the heavily state-controlled nature of Cuba's financial network, it's VERY UNLIKELY that these Medicare funds are being moved through the formal banking system." [my emphasis]

Instead, fugitives who flee to Cuba are most likely operating outside the system, with offshore bank accounts which are easily obtained.
