I am Jane Delovsky, an investor in Atlanta Georgetown Condominium Association.
Several times I tried to get the attention of the CEO and Board Commissioners regarding corruption in Dekalb County involving Atlanta Georgetown Condominium Association, Heritage Property Management Services, Parkside Management Company, Law Enforcement Police, Code Enforcement Police, Permit and Inspection Department and some Judges in Dekalb County.
As an investor I am paying a lot of money to the County and expecting to be protected by the public officials in such difficult time when millions of Americans lost their homes and jobs. Today I want to give some examples: Code Enforcement Police is covering up Atlanta Georgetown Condominium Association, important documents disappeared from cases, almost constantly they serve the warnings and citations to the wrong parties, in the Court they covered up the real issues of warnings and citations (Case 3091Colonial Way L-3). They refused to file the written complaints and give case numbers many times and ignored to do anything for many month. Manager of Dekalb Code Enforcement is aware of everything, but never answer.
Code Enforcement failed to report Permit and Inspection Department about citations given to Association or their contractors, which is against the Rules.
Association and their contractors many years refused to obtain permits from County which is illegal. They constantly lie to the Court, manipulate and cheat in Permit and Inspection Department of the County.
Example: Association failed to repair the rails four years. People felt from balconies, one was taken in hospital. From 2005 we requested the Association in writing to fix the broken railing of Building 3097, but they ignored. In 2008 we filed 3 complaints to Code Enforcement regarding railings. Only after 6 month on gave warning to Georgetown to fix/replace railing for 8 units in 10 days, but Georgetown after 25 days!!! obtained only one, instead of 8 permits and instead of 10 days completed this job in about 30 days. County lost more when $1,000.
In Recorders Court onsite manager Reginald Utt from Parkside Management Company, President of Association Gary Furbish and their witness lied in court under the Oath.
Officer Zeller presented pictures to the court showing that defendants are lying and witness stated the same.
Judge Merck did not ask Defendants for any proof, found them Guilty, but strangely suspended all charges ($494 and $494) and County lost more when $2,000.
Everyone lying under Oath MUST be in jail.
This case and previous two courts with Georgetown as Defendant must be investigated.
Example: In 2008 Association paid for drainage and concrete job on building 3101-$35,000 with No permits. Few months later the Association paid $100,000 to the same contractor Keller Waterproofing for same size building, same job. This is a Rip Off. Who pocketed $65,000 of overpayment?
No permits from County again, Keller broke twice major water pipe and violated GA Dig Law and compliantly destroyed two properties.
Recorder Court fined the contractor Marc Sorenson only $200 for not obtaining permits. County lost lots of money for that wrong judgment. But after the Court instead of 8 permits contractor obtained only one. County again lost around $1,000 for not obtained permits.
In my Strong opinion this is organized crime covered and protected by somebody on the top and must be investigated and stopped by General Attorney CEO of Dekalb County, District Attorney, General Solicitor, FBI under Public Support and Control. I am offering my help as Public Prosecutor. I am investigating this Association 8 years already.
All dishonest involved in criminal activities against thousands people lives, safety, county and investors money, human and investors rights must be investigated as soon as possible and punished. They must lose government positions forever and be in jail, loose diplomas and licenses.
As taxpayer I want to know who is on the top of this pyramid.
