It's not a mod. It's one of two default bikini costumes within the game itself. The bikinis are not normally available in the game except in the mansion. To use them in the main story you have to have a PS2 PAL version of Legend and a code for the PAL version of Action Replay Max. There was a nude code for the PC version of TR2 knocking about on the net in the late nineties (now removed) Also there was an Xplorer code of over 100 entries for PS1 vers. of TR3. It was crap...
