Why didn't he just read the traditional Prayer for the Whole State of Christ's Church?? Oh how I miss that prayer in public worship.....

This is an Anglican Mass according to the current use of Episcopal Church in the United States in Latin.

The penitential rite is used at this Mass before the Introit (just before the first part of the video begins.)

In his announcements, Fr. mentioned a custom for non-communicants to approach the altar with arms crossed at the time of communion, for a personal blessing. Is this a long-standing Anglican custom?
I ask because some of our Roman Catholic priests follow the same practice, but it leads to confusion here. Orthodox and Eastern Catholic faithful use this gesture in their normal approach to receive the Sacrament. Thus some R.C. priests have turned these faithful away by mistake!

Yes, this has been an Anglican custom for some time. (I've been aware of it for about 20 years.) I wasn't aware of the Eastern practice. I can see how that would cause confusion!
