The "back up computer" isn't there for me, most likely because I've already done it, but I would like to do it again. how would I back up my computer again?

im trying to back up my laptop & when i click on backup & restore it just wont load up! other programs are doing the same thing! any help on fixing the problem would be much appreciated.
i was also wondering if i just wipe the laptop and get windows 7 should i even bother backing it up?

I have a virus on my computer. I have tried backing up my whole computer on to an external hardrive. All of the files backup as winrar files on the external hardrive. I need to completely reinstall my computer. Will I still be able to reach this data again?
