The eight-county greater Philadelphia area as a whole is actually growing in population. One of the reasons the city itself is loosing population is that its still relatively affordable to move to the suburbs. Housing prices in Philadelphia's suburban communities (including both Pennsylvania and New Jersey) are significantly lower that then those of similar suburbs of other Northeastern cites like Boston and New York.
