It doesn't matter if the PS3 can handle more than the Xbox because of the ability to use memory capacity. While the PS3 is capable of higher standard graphics and performance than the Xbox, programmers are not. Nobody has been able to develop anything that uses the PS3's full potential because it is so complex. In contrast, the Xbox allows full memory capacity usage. This makes game production easier and faster for Xbox. Why pay more to have higher capabilities when you will never use them?

What do you mean by lag on Skyrim? If you mean they have taken more time on the PS3 version, it's because there were bugs in it that would have been game changing. Also Bethesda has never been very good at coding on the PS3.
