Most bags don't have a great spot to lock a chain to, but just think of the most inconvenient place for someone to walk off with the bag after they've cut a strap or two. Most thieves are also more likely to grab the bag next to yours and not mess with one locked to the rack.

That is a good idea buddy. Some people dont prepare for different kind of thiefs when they are travelling. I have experienced that there are a lot more pick pockets and bag thieves than in the US so people should be more aware of where they leave their stuff and lock it -
