I believe there were no plans to invade Iraq in 1994, but I could be wrong. Clinton signed the 'Iraq liberation act in 1998 and Bush removed Saddam 5 years later so here's that.
For your information, people wanted to do diplomacy with Hitler too. Hitler even signed a peace contract. Marquess of Queensberry rules meant nothing to Hitler or terrorist, or dictators.
They think it's stupid. They sign a peace contract with a naive peace maker and then stab him in the back.

that wasnt his intention at all. thats respect and proper etiquette for meeting a leader. its basic psychology to befriend someone. anyways his basis for going there was to stand up againest aggression towards iraq. hes opposed to war so it doesnt matter whos country hes in, hes trying to restrict wat both sides use. hes the mediation in effect
