How did the town get NS to respond? What was NS excusesfor why they didn't move the cars sooner?

@Nathanrailfan Hi Nathan ! It wasn't for NS to decide. They had an agreement with C&NC Railroad and C&NC had an agreement to store the cars for 2 years. I guess they could have extended the agreement, but the local scrap metal dealer, who is very rich, needed the railroad cleared so he could import pig iron for the local foundry. So it was money in the end that moved the traincars.
