do the quest "the house always wins where u have to investigate the omertas or whatever in the gomorrah. blow up the weapon stash and complete quest. then go to mick and ralph and talk to the guy that sells the guns(i think its mick i cant remember) then in the speech options tell him the omertas will buy weapons off him again. then hes like thank you here have this... then BAZAM the pimp boy 3 billion. this is how i got it. i didnt even know there was a quest for mick and ralph.
