This was an HBO special entitled Kenny Rogers-Island in the Stream that was shot in the auditorium where the Portland Oregon basketball team plays. Dolly even jokes about her "basketballs." They are in rehearsal deciding what songs to play at the concert and Kenny suggests this one.

It is on Kenny's album "What About Me" and also on a couple compilation albums. Try bittorrent. To my knowledge Dolly has never recorded it.
