that is something that i would agree with you on. Congress should be declaring war, but that's not as large as some of the other things that you bring up.

Also, your assumption that all people who send soldiers off to war should be charged as war criminals. Where do you get off? Hundreds of thousands, possibly even millions of people send others off to fight--not saying it's good--but your wanting to charge those who commit such offenses is impractical. You'd have to charge every General, Commander, President, Legislator, etc. all those who went along with it as war criminals because they didn't stop it when they conceivably could.

I could be looking at my dates on my history book wrong. And since when was the bombing of Laos and Cambodia secret? I mean to the people in government who have sworn an oath to protect and enforce the constitution, i.e. EVERYONE IN GOVERNMENT.
