Oblivion - Horse Inside The Imperial City

When I stopped my horse outside the gate to the Imperial City's Market District, it decided to wander into town. So when I entered town myself , my horse was there and I started filming.

I got my horse in the Imperial City and I don't know how to get it out I tried going to a stables but he wasn't there,but when I came back to the Imperial City he was still in the Market District ='( Do any of you know how to get him out?

I haven't gotten my horse out either. But I haven't really tried very hard. Do you play on PC, xbox or ps3?
