What do you mean by "learn it fully?" Do you mean that your dog sometimes shows light bulbs when he understands but sometimes he doesn't understand and he shows red question marks?

no no no. I mean when I press the light bulb it would always understand but it won't actually learn it. Those spakles won't come out even though my dog understands me like a million times.

Oh. Well that's because you said it differently. That happens to me a lot. Make sure you say it the same way every single time. Not like: "jump!" with a high voice and then "jump!" with a lower tone or saying "jump!" very quickly and then juuummmppppp very slowly. Did that make sense? lol
