Seriously, welfare is not solely for the benefit of the poor (eg, food stamps) or even the middle class (social security), but for the state: It is in everyone's common interest that it is not necessary that the rich be robbed for the poor to afford food. Likewise, the quality of life improves for everyone when Social Security is there to prevent old age from becoming the terrible fate it used to be.
IIRC, The Constitution mandates provision for the General Welfare right after National Defence.
