@LordCHull the detailing of the firing of the halo rings is shown in the halo anime when they fired it and many were left behind. Also if you pay attention to the terminals there are only 7 of the remaining 12, the flood could have gone beyond the firing radius of the remaining. The second and third books in the forerunner trilogy may also explain the remaining flood in the galaxy.

@LordCHull 1. The rings are hidden.
2. The only reason anyone made it onto the ring is because 343 shut down the defense's to let the humans in.
