The doppler effect was only a THEORY to explain the red shifts, and not the only one. Today we now know the red shift is not correlated to distance - nearly all distance measurements based on red-shifts were wrong.
It sucks that people would use this "See the lightning? Thus Zeus is proven." logic to say we "know" the universe is expanding. Many many people have been mislead.
