why don't the marines get armor like the spartans and ODST's? Is it a budget thing or do you have to have a certain rank to get better armor?

Spartan armor requires expensive and dangerous genetic enhancements, it moves too fast for normal humans to handle.
ODST armor is full of built-in special ops gear, like night vision and squad links, plus temperature regulation and airtight. It's not given to normal marines both due to costs, and the fact that they won't need half of the features. Marines are for combat, and while ODST are a formidable fighting force, they're trained for high risk black ops in enemy territory.
