The power corps are still about it was never disbanded :P the website is different now, and it's run by different people.

I used to be a Power corps member... But that was before the supergroup got disbanded. My hero's name is Golden reptile. I even got on a screenshot on their website... Which is gone.

Yes you can, and it is very implented too. The bse offers a lot to players, like teleportation, storages, buff stations and much more.
