You're not doing yourself any favours here by sounding hysterical. Of course cars are using both lanes, why shouldn't they? There are thousands of road layouts like this all over the country. If you think this one is more dangerous you need to explain exactly why calmly. As far as I can understand the person killed was hit by a drunk driver, so what is the point of demanding thousands of pound so public money be spent on changing the road layout when that wasn't the cause of the accident?
