Theres a bunch of them here to in the USA. People think they are helping the community because they open business. I laugh because they are only really helping themselves. They give nothing or next to nothing back to the community. Usually they open cash business like nail saloons and laundromats and dont pay taxes or hardly any taxes. All they do is take and take dont give anything back.

This is most likely in Tokyo, Japan. Generally this sort of thing happens due to it being the last train out to the suburbs in the evening and if they don't get on the train, a taxi ride home or a night in a hotel is very pricey.
