Yes, the war on terrorism is like the war on drugs. Not exactly a defined group. But there is still a "group" that is associated with a majority of recruiting and expanding both "tactics". We have not been serious on the 'war on drugs'. If this country was serious, the problem would be minimal. Same with the war on terrorism. Washington should not have been running the war (micro-management - Rumsfeld/Cheney). Now things are going much better.
