I saw something like this with the 2003 cartoon

Yeah, didn't this come out in the mid 90's. I thought the original TMNT started in 87 and lasted some 8 or 10 seasons crammed into 8 years or so (for a while there they were showing like 40 some episodes a season right?). But that I thought that Japanese animation took over the story after the original ended and continued it further with most of the same characters. Similar to the original Transformers going into Headmasters, Powermasters, and Victory. At least I think thats what this is...

It's the original Anime version, with the characters derived from the 80's US version.

I'm almost positive it's the 1992 version. I watched one episode from that one and it looks a lot like this.
