The drug war at the top has become a way for the US to establish military presence in other countries and influence their development and politics. Within the US it has become a source of major funding for law enforcement and prison system, as well as a way to weaken constitutional protections. Also to oppress minorities by allowing certain areas to be flooded with drugs and then disproportionally targeting users in those areas.

Maybe he's in the right...the deep reason of the drug prohibition is a pretext to organize an effective and oppressive police apparatus...otherwise prohibition is senseless
