I don't think he's going out of his way to sing like this. It sounds like he has a cold if you ask me.

forgot to mention it was at the Apollo Theatre in Oxford

So much confusion!
This was recorded on PiL's "album" tour in mid 1986. The exact date of this show was the 24th of May.
The lineup for the show was as follows:
Lydon: vocals
John McGeoch: lead guitar
Allan Dias: Bass guitar
Lu Edmonds: rythm guitar and keyboards
Bruce Smith: drums
The setlist was:
Kashmir - FFF - Annalisa - Fishing - Poptones - Pretty Vacant - Banging the door - Flowers - Bags - Round - Home - Public image - Rise - Low Life - World Destruction - Ease.

excellent sound from PIL 1986, now if we could only get the opening instrumental of Kashmir into FFF

It is Pil, 1986 at Oxford. I have the bootleg.

I don't think it could be early PiL... as far as I know, Keith and John (and maybe Jah) were already planning to form the band even before the Sex Pistols basically disintegrated.
-
Definitely not Wobble on the bass or Levine on guitar. Maybe Atkins on drums, but I wouldn't bet my life on it. This sounds like mid to late '80s PiL to me. I laughed my way through it, Lydon sings the ENTIRE song off key!
an excellent recording.
PIL are the business.
