@hebneh yes true, drivers know that, but they still go in the intersection because they're stubborn and don't really care about the law.

50 la suta sunt drumurile si 50 la suta ,,disciplina" soferiilor. am incercat si eu de vreo cateva ori sa respect semnul de NU bloca intersectia , pt ca nu avem unde sa ma duc inainte,dar dupa prima secunda de stat pe loc la verde...a venit valul din spate de claxoane etc., deci am renuntat

Here's a very simple hint. And trust me, it really does work.
Vehicles are not allowed to enter an intersection if they cannot get clear of it before the opposing traffic can enter the same intersection.
Apparently no one in Romania understand this, and this is the result.
