No he isn't -_- you can fight this boss with Louie so no. Read the Piklopedia entry for Man-at-Legs it explains why and how it has a gun.

well I wouldn't say the map screen has lack of originality, I mean this is the same area as the first game just a lot has changed, but i do agree that they could've designed it a little more
