Well, perhaps it is not as funny as I made it out to be...
But the video is a pun. Lyon Foucault was an (I think) 18th century physicist who devised the Foucault pendulum to prove that the Earth rotates.. or something.
Michel Foucault was a 20th Century philosopher who studied social institutions and published a famous work, 'Discipline and Punish,' on the prison system.
So, there you go.
