Because they set up the program and they didnt keep track and then they didnt take responsibility and fix it. They just were after the federal funds. They didn't give a damn about anything else.

As a former student of a school run by CEC (Gibbs), I must say it was definitely corrupt there. Hell, they gave me the wrong degree. I blamed myself and went on to school at the Art Institutes run by EDMC and ruined my life even worse.
