Who told you that the guy is not allowed to keep dual citizenship. The guy was never an Israeli citizen. He was born in 1954 in East Jerusalem, he was and he remains a Jordanian citizen. In 1967 Israel re-occupied East-Jerusalem (from Jordan). The guy can keep his Jordanian passport, but you cannot force Israel to accept him as permanent resident of Jerusalem, after he lived 16 years in the US as an American. Don't worry, you have never seen a better justice system than Israel's.
