It's not that small business want illegals. What they want is a level playing field. If a few guys use cheap, illegal labour, they all have to have it. Deny one, deny all.
For enforcement, you need a meaningful and effective verification system. Not fair to put an unreasonable burden on business, so we need a system that works.
The fence is far more than mere symbolism, as I pointed out in the Israeli case.
I grew up on and near military bases. Certainly simple chain link fences with a barbed wire tops are quite helpful. Roaming soldiers with automatic weapons are better, and the fence becomes a force multiplier.
Add some technology to that-- cameras, motion detectors, UAVs-- and you have some effective security with relatively few troops.
Not for every threat, but for many, including illegal immigration.
My point has never been that our borders ought to be unprotected. But your reply proves that this "fence" is all about symbolism. It makes you feel safe & protected, like Daddy did during thunderstorms.
The real question is: Do you believe that a fence is an effective defense against elite terrorist cells, like the one that hit us on 9/11?
The Berlin Wall symbolized the denial of freedom. Our border fence strongly symbolizes the protection of freedom. Two quite different things, don't you think?
Besides which, you only have to look at Israel to see how well their fences/walls work to reduce terrorism. Or drive through your own town.
Fences do work, and if imminent domain ever has a purpose, it is for a public good such as this.

How dare you cast me as Carter:)! Reagan was about controlling our borders. But he'd back a better idea than building a really tall fence, which resembles the very wall he's known for toppling. He wouldn't have liked the Government's mass exercise of eminent domain, or the hasty way it's being constructed.
