The arms are decelerating in this drill because the kids are afraid to explode against an unpadded surface. It's a natural response. Would you puch a brick wall as hard as you can?
They are practicing be slow. What's the benefit of that?

Appreciate the comment. I'll take your word for it. Football guys and strength coaches see things differently sometimes.
As a coach, I never want my kids to learn the motor skill of "slow hands".
But there are hundreds of ways to skin a cat.
