That's the thing, in 1992 South Ossetia fought for it's independence and gained it, there were small conflicts over the years. So Russia sent peacekeepers there.

America gave many military vehicles and other weapons to Georgia in credits, that Georgia would pay back later. Russia was the one telling the UN Georgia was building up its military forces if you notice Georgias military spending has effectively increased by over forty times and now has the highest growth-rate of any country in the world.
