Over the past years, I'm sure that the Joy Lemon Guy had been voiced by Don Messick (who voiced Scrappy-Doo, Boo-Boo Bear, Astro the Jetsons' dog, Bamm-Bamm, Scooby-Doo, Snap, one of them little Rice Krispy guys, and Dr. Quest, Jonny's father).
