of the citizens who fufill centrain legal requariements

No, this is not correct, you are talking about varying degrees and models of democracy, Yours is an example of the Westminster model, where most matters are decided by democracies, this does not apply to all matters, and it is fairly unusual that a government let the people participate in such a high degree, that is why we elect leaders to decide most matters for us, and your right of free speech can most definativly be taken away...

Every right can be taken away(at leats in theory) as long as the parliment has legal procedures to amend/change the countrys constitution wich provides
legal frames for acts of lower order.
