On Wednesday, March 10, 2010, Congressman Barrow spoke on the House floor honoring Judge Jack Ruffin. Ruffin, who passed away in January 2010, was a civil rights pioneer in Augusta who fought hard for the desegragation of Burke and Richmond County Schools. Ruffin was the first black Chief Judge on the Georgia Court of Appeals, the first black superior court judge in Augusta, and the first black lawyer admitted to the Augusta Bar Association.

Barrow's resolution honoring Judge Ruffin, H.Res. 1087, was co-sponsored by every member of the Georgia Congressional Delegation and passed the House on March 10.
