What or why do they do this? Are they trying to keep these tough questions to a minimum? Or do thye themselves feel stupid because they are not "at liberty" to comment.

At a minimum Gonzalez is a disingenuous little snake. Look at his little smirks and belittling giggles. Most of the public facing members of Bush's cabinet and cabinet supporting positions have adopted this bully like, "what a stupid comment/question" type attitude.
